Roger has 37 years of public works experience – 30 years working for cities and seven years working for a private heavy engineering contractor and a consulting engineer. His public experience includes 14 years working for the City of Cupertino as an Assistant Director of Public Works and as Public Works Director. This experience was preceded with 10 years as Superintendent of Streets & Storm Drains for the City of Santa Clara and an additional three years as Assistant Director of Public Works for the City of Sanger. In 2022, he worked as an Interim Director of Public Works for the City of Milpitas and continues to work as a Senior Special Project Associate on an as-needed basis. He has a degree from California State University, Fresno – Master of Public Health/Environmental Health and a degree from Arizona State University – Bachelor of Science in Construction Management.
Prior to retiring in December of 2020, he served as President of the Maintenance Superintendence Association (MSA) – San Francisco Bay Area Chapter in 2011. He was awarded the MSA Jerry D. Scott Superintendent of the Year Award in 2017. He also served as President of the American Public Works Association (APWA) – Silicon Valley Chapter in both 2013 & 2019.
